Labor Reports
Labor Reports generate, from your Labor Contracts and your already-processed payroll runs, the information required in the exact format demanded by the labor, social-security and tax authorities of the Dominican Republic: the Ministry of Labor (DGT-3 and DGT-4), the Social Security Treasury/TSS (Self-determination) and the DGII (IR-3). Instead of building these reports by hand, AdmCloud pulls the data from your employees, their contracts and the concepts already calculated in payroll, and delivers both an on-screen preview and, for most reports, a ready-to-upload text file for the corresponding agency's portal.
What is it and what is it for?
The Labor Reports screen is a menu that groups four independent reports. Each company only sees the ones its provider has enabled:
- DGT-3 · Fixed Personnel Payroll Registration: lists employees with a contract active during the selected year, reported as an "entry movement" (new hire onto the payroll).
- DGT-4 · Fixed Personnel Change Registration: for a specific month, reports employees who were hired, terminated, or had a position or salary change during that month.
- Self-determination (TSS): reports, per employee and per month, the salary subject to Social Security contributions, to INFOTEP, and the salary subject to income tax (ISR), along with other remunerations and exempt amounts.
- IR-3 · Withholding and Complementary Compensation Return: shows a summary (not an employee-by-employee list) with the totals of salaries paid, remunerations and income tax withheld for the month.
DGT-3, DGT-4 and Self-determination, besides the on-screen preview, let you download a text file in the exact format required by each agency (the Ministry of Labor or the TSS) so you can upload it straight to their portal without retyping the information. IR-3 is view-only: it doesn't generate a file, since it's a summary meant to help you prepare your own return with the DGII.
How to use it
- Open Labor Reports from the Payroll menu. You'll only see the links for the reports your provider has enabled (DGT-3, DGT-4, IR-3 and/or Self-determination).
- Pick the report you need. Each one opens its own filter screen; no data is shown yet.
- Fill in the required filters: Year for DGT-3, and Year plus Month for DGT-4, Self-determination and IR-3. If your company has subsidiaries enabled, you can (or must) also pick the Subsidiary.
- Use the optional filters to narrow the result: Department, Employee Class, Location, Payroll Type or Payroll Key (TSS), depending on the report.
- Click Refresh to load the on-screen table with the data the report would produce.
- Review the table and, if everything looks right, on DGT-3, DGT-4 and Self-determination click Download text file to get the file with the same filters already applied. Upload it as-is to the Ministry of Labor's portal (DGT-3/DGT-4) or the TSS portal (Self-determination).
- IR-3 has no download: use the eight totals shown on screen as the basis for preparing your withholding return with the DGII.
Key fields
| Field | What it's used for |
|---|---|
| Year / Month | The period being reported. DGT-3 only asks for Year (payroll active during that year); the others ask for Year and Month. |
| Date To (DGT-3) | Optional: limits the report to contracts active up to that date instead of using the last day of the year. |
| Subsidiary | Only shown if your company has subsidiaries enabled. On IR-3 it may be required if your subsidiaries mix currencies, so amounts in different currencies aren't added together. |
| Department / Location | Filter by the employee's department or location hierarchy, including their sub-departments or sub-locations. |
| Employee Class | Filters by the employee's classification (DGT-3 and DGT-4). |
| Payroll Type | Filters by the contract's payroll type (Self-determination and IR-3). |
| Payroll Key (TSS) | Filters by the payroll code registered with the TSS (Self-determination). |
| Movement Type (DGT-3/DGT-4) | Calculated automatically: "NI" (entry) on DGT-3; "NI", "NS" (exit) or "NC" (position or salary change) on DGT-4. |
| Social Security / Income Tax / INFOTEP Salary (Self-determination) | The three salary bases the TSS requires per employee: the Social Security base, the income tax base and the INFOTEP base. |
Validations when generating the file
- To generate the Self-determination file, every included employee must have a Payroll Key (TSS), Document Type and Document Number; if the document type is Passport, First Name, Last Name, Second Last Name, Gender and Birth Date are also required.
- To generate the DGT-3 file, every employee must have a Document Type and Document Number (or Social Security Number if there's no document), Gender, a Salary greater than zero, Entry Date, Occupation Code and Position.
- The Self-determination file also requires the company's (or subsidiary's) tax ID (RNC) to be set up under Company Configuration; without it the file cannot be generated.
- IR-3 requires you to select a Subsidiary when your session mixes currencies across subsidiaries and doesn't consolidate by exchange rate; otherwise the screen asks you to pick one before showing the summary.
- The reports only consider payroll runs that finished generating correctly: payroll runs still in progress or with generation errors are excluded from Self-determination and IR-3.
Availability
- This feature requires the Premium Plus Payroll plan or higher, or the Enterprise plan with the Payroll module active.
- Only available for companies configured in the Dominican Republic, since all four reports follow the official formats of their respective agencies (the Ministry of Labor, the TSS and the DGII).
- Requires the System Administration "Employees" permission on your user group.
- Each of the four reports (DGT-3, DGT-4, IR-3 and Self-determination) is enabled independently; its link only appears in the menu if your provider has turned it on. If none are enabled, the Labor Reports option doesn't appear in the Payroll menu at all.
- The Subsidiary field only appears if your company has subsidiaries enabled.
Tips and common mistakes
Always check the preview before downloading. Click "Refresh" and confirm on screen that the employees and amounts look right before generating and uploading the text file to the DGT or TSS portal.
Don't see a report's link? Check with your provider that the report (DGT-3, DGT-4, IR-3 or Self-determination) is enabled; each one is turned on separately.
An employee is missing from Self-determination or DGT-3. Check that their Labor Contract has all the fields the report requires filled in (document, gender, birth date if it's a passport, salary, entry date, occupation and position); if any is missing, the employee is left out or the file can't be generated.
IR-3 doesn't generate a downloadable file: it's a view-only summary to help you prepare your own withholding return with the DGII.
